Generate Revenue
Most festivals that implement a deposit/refund reusable cup program encourage their attendees to donate their deposit by dropping their cup into a "Donation Bin". This has the potential to create a significant additional revenue stream. People are far more likely to donate an item they have already paid for, than donating cash.
